The first six or so steps may not be needed, but start with UAC if you feel lucky.

DL and run this directx package.
http://www.microsoft.com/en-us/download/details.aspx?id=8109
it is different from the webinstaller you already tried because it will replace corrupted files.

you can find extra directions in your tech support post if that doesn't work, but it should.
