I'm sorry but those screenshots don't actually SHOW him leeching - he's wearing armor + weapons and is moving.
Next time you should tell the admins ingame (by using "i" for adminchat), if u think someone is violating a rule.
It's much easier to come to a decision if u catch the offender in the act instead of having to reconstruct the whole story with a few screens, showing nothing :).
