Why would someone take a longer spear, and then shorten it? Why would that cost less to buy a spear and then shorten than just buy a spear? Also, the damage types are different. Just call it a short spear.

It has the same dmg types as the War Spear does, pierce and blunt as it doesnt have a spike at each side like the Spear does. Shortened Spear makes sense. After all there were also shortened lances used in the middleages and they weren't called short lances either. :P

You can make a spear shorter, but not longer. I imagine some spears were shortened :P

Sure you can, just grab your duct tape and a broom handle XD

Simply put, the wood used for the Shortened Spear is a much cheaper type of wood (Fraxinus calradia) which is very susceptible to rot (especially due to Calradia's persistent monsoon rains) and must be shortened wherever rotting occurs on the staff. The wood used for the Spear, however, is harvested from the beautiful Quercus jessica alba, which is particularly resistant to rot and is very sturdy, unlike its acting career.
