Title: Remove the ability of HA/HX to use armored horses

Just tie it to the horse' body armor. If body armor > 25, bow/xbow can't be equipped. If you bring out a melee weapon, you can.

If they pay upkeep for it they should be able to use it how they want

That, or they can actually implement the system they were talking about in which multiplier was a factor of various things including winning/losing and personal score.
