allport's scale is very useful when you're looking at this, the lowest level is these 'low level jokes' which 'don't mean anything', which create a general atmosphere that it's ok to blame these minorities for every little problem, and then when the shit hits the fan like you say, they do get blamed.
if there's no 'light hearted joking culture' around a particular group, when the shit hits the fan, they don't get persecuted en masse.

I don't really think it's wrong to joke about Jewish people liking money, Albanians stealing, Americans being fat and Black people liking chicken. I make alot of these jokes with friends (multinational) and other people and they don't really mind and find it funny as long as I dont push it.
Joking for the sake of hating, and trying to put someone down however is a different thing and I don't think thats the case here. But if it was I'd agree with you Corsair. I do also believe that Jews get little more special treatment to racist jokes, because of the Holocaust. The Holocaust was a horrible thing but I dont see how that changes the fact that we can't make stereotypical jokes about Jews.
Little bit like that time my English teacher said it was wrong and bad for an author to have a person called "Jew" by others in a book, when in fact no one would give a shit if the person was called Christian, Muslim, Buddhist, The Australian, or whatever. Special treatment in my opinion.

Don't you think though that the first to be lynched are those groups towards which people have prejudices that could make them be seen as the cause of personal economic misery? Sure the greedy jews thing has existed for centuries, and caused thousands of violent outbursts against jews I might add, but making low effort jokes all over the internet keeps the prejudice alive and kicking for the new generation. We might all think that we are able to make jokes without it affecting our actual opinion on jews, but there are definitely people who cannot and who knows, perhaps it even has an effect on us 'level headed people'.
