Title: Allow Skip the Fun Ranged only on DTV and Duel servers

As I've said before, ranged on the regular servers should have to earn their way to effectiveness and nobody should be able to instantly create a troll ranged build and add to the problem because some melee can be vocal about their frustration with ranged.

Better solution, people can stop complaining about other classes :P

Paul's suggestion about MotF earlier in the round or better implemented would help alleviate the "nerf ranged!" whine.

That would just give ranged something to shoot at earlier in the round! It would make the problem worse imo, big infantry blob out in the open very early in the round with a lot of ranged still alive, just kill me now! I do have some shield skill though so i'm fine most of the time.

Even when I open my shield up for one second I still get shot by archers.
