4gb memory is kind of low. It would be a better in the long-term, if he just shelled out a bit more for a better CPU and took a one or two TB HDD in addition to that SSD, imo.
It's definitely budget...what are you planning to do with it? Can't really help you if we don't know what you're intending to use it for.
Having a 1TB or above HDD (with 1TB platters) also means high read/write speed (on par with SSDs), which is nice.

my budget is gonna be around $400
A decent HDD with a 1tb platter clocks over 150MB/s average R/W speed, with it being well above 200MB/s on outer rim. Average/non-uber-cool (and expensive) SSDs manage the same average R/W speed.
SSDs have ultra low access time for random read, though.
I recently bought a decent'ish 2TB HDD and it has the same average speed for sequential R/W as my somewhat older 120GB SSD on the various benchmarks i tried.
The biggest issue is that CPU. Put some more money towards a better one. It's going to be a performance bottleneck with everything else you've got in there.
How big is your current hard drive? How old? If it's not on its last leg, you can probably just plop that in your new computer for storage. 64GB isn't going to be enough space alone, even if you're just playing CRPG/source engine games.
If you're trying to keep the budget down, you can get 4GB RAM instead of 8. You can buy more later if that is not enough for you.
