Title: Can't Transfer items between characters

I have a lv 14 alt that i cannot transfer anything to my main from.

It is not a STF character or a new character.  I've had this alt a while and respecced with him a few times.

Please let me know if I can fix this!

If you mouse over the thing where it says, "Non-transferable - Gold on new characters and start and skip the fun gold.
Regular items on new and skip the fun characters." Over the new characters thing it adds that they're considered new if they're less than 3 days old or under level 15.
