Der Ausbau zur stattlichen Burg erfolgte aber vermutlich erst zu Beginn des 13. Jahrhunderts unter Otto von Krems-Leonrode. 1278 wird sie als castrum Chremse bezeichnet. Der nördliche Teil des Burgareals war ein Lehen des Salzburger Erzbistums, während es sich beim südlichen Teil um ein freies Eigen handelte. 1160 scheint ein Wulfing von Krems urkundlich auf. Wulfings Sohn Otto starb 1234 ohne Nachkommen. Seine Witwe heiratete Hartnit von Rabenstein. Dieser ließ Krems von seinen Dienstmannen verwalten, die sich nach der Burg nannten."
