Title: Ability to remove the commander by a poll.

So many guys are abusing it sometimes by spamming this thing the whole map twice per round sometimes, even more... So, two simple things can maybe be done about it.

1/ Fix a limit of 2/3 polls by MAP, and ONLY 1 per player.
2/ If the commander is a retard, just make a poll to kick the current commander out of his spot.

More Polls = More abuse! Leads to nothing but more spam and abuse...

limit the polls per person not per team this could lead to problems if you run out of polls!

If kick polls are enabled, you can just poll to kick and he gets kicked and loses commander.
