One of the grey order cities (praven or suno can't remember) has 60% discount on +3 warhorses.  New mechin on NA side has +3 plated chargers witha  discount.

New samarra has Champion Chargers at 30% discount.

Reyvadin has +3 warhorses with 25% discount i think, and mechin has +3 coursers and plated chargers, Knudarr castle ahs +3 destriers and +3 rouncies, Derchios castle has +3 mamelukes with 25% discount i believe.  Basically central north is a mecca for horses.
