Title: Stop unnecessary server actions at map change

Every time one map is finished (and the server is about to switch to a new map), the autobalancer runs and people are spawned.  These actions are unnecessary and wasteful as the map immediately changes and people have to spawn all over again.  I think if the server did not perform these actions it would decrease time between maps and increase server performance overall.  Simple suggestion with what I imagine would be a simple solution

I know this is true on NA_2, but not sure about other servers - comment below if you know for sure this happens on other servers as well.

I think i have a 2 second delay for mapchanges, don't see the problem in that.

Or is it worse on NA2? (how long is the wait?)

the map change doesn't take an incredibly long time, but these are still unnecessary actions which the server is taking - so why take them?
it might decrease map change time by some small amount, and surely over a long period of time not doing these actions will decrease wear on the servers.
