so i'm going to be running a 15/21 1h/xbow build and i'm tryin to decide between 140 1h and 110 xbow, or the other way around. how does 110 wpf in 1h impact on melee skills over 140? is the difference in speed really noticable, and how much smaller will the reticule be with 140 xbow over 110?

From what I gathered, you dont need shit for xbow...just hide, reload and shoot.
-
This depends a lot on the xbow that you chose to use.
-
It depends on the type of shots you want to make too.
Want to hit that archer on the other side of the battle line? Go for 140 wpf.
Want to hit that melee dude ~20m away, go for 110 wpf.

100 wpf makes melee useable, especially if you go for relatively fast weapons. 130 is about as good as you need. Above that, it helps yes, but you'll be kidding yourself if you think it will make a real difference - at that point your own skills will be far more important. For a support role, even less than 100 is still useful if combined with high athletics and light armor. Since you are not fencing, you rely on timing and a quick step-in to deliver a hit, then retreat between your allies.
The only exception is a super spam build in which you go all out agi, 180+ wpf and use a fast weapon. You'll hit like a girl, but you can kill other girls if they wear pajamas to battle. I am not sure how limited it is now when the requirements for weapons have increased.

You are probably going to use heavy xbow or arbalest since it's 1h build? If so I recommend going for 140 in xbows to get the best out of your the-most-expensive-weap-in-the-mod -weapon.
And, you could even give a thought for a 24/15 agi/str build.

If he uses one of these two he only has 1 shot in his crossbow, no shield or a 0 slot 1H weapon.
Since he wants to go melee I think he uses a 1 slot weapon...
But maybe he is good enough to play without a shield.
I just wanted you to think about the limited slots when planning your build
