Title: Can someone clear this up for me?

I played my toon with 7 athletics last gen and noticed not much gain because I wear light armor. I feel like its more for heavy armor where athletics really shines cuz you can still move swiftly in it. My question is, how can I find the optimal athletics for 20-25 weight? (21.2 in my current gear). I dont want to waste points in athletics if I don't see a gain.

Why not just make a stf and try different builds with your gear and see what you like?

I would like to know the formula behind it so I can make the best choice possible instead of just figuring it out and getting it wrong :D

Surprisingly linear. 20 weight with 7 athletics is close to 27 weight with 8, seems to be a pretty huge difference. 7 more weight of armor is at least 10-12+. You can easily increase your armor weight by a few points and get +6-10 armor and still be faster. Think of each extra athletics allowing you to carry ~7.5 more weight. If you aren't in dire need of power strike, increasing athletics and armor slightly improves your overall defense, despite slightly lower health.

Thanks San thats what I was looking for. Basically, I want to build the most efficient character. I'm looking at 100wpf in 1h, pole, and throwing using lighter armor. 18 / 18 with 6 PS, Throwing, WM, Athletics, and 5 Shield. So I can't afford to waste skill points. I think I will be fast enough with 6 athletics.
