Gonna guess that's fake. Also you are going to get charged for assault (or very easily could be) if you touch a law enforcement officer in any way.
I'm one of the least likely people to stick up for authoritarians or fascists, but I'm okay with not being able to walk up and touch law enforcement officers. You really shouldn't be going up and touching anyone you don't know, especially not with a metal wire.
One of my worries (when I used to be in crowded bars/clubs when I was younger) was someone sticking you with a needle of some sort of virus or HIV/AIDS. I had heard horror stories about that. I'd freak the fuck out on someone if they came up and stuck me with something metal (like a wire).
