The spam just covers all the actual serious voice commands and therefore renders the whole idea useless. Atm, it's just an elaborate whistle spam feature.

At flood filter that mutes the player for 2 minutes
Anything more than 3 msgs per 5 seconds is spam

Digglez, but what if someone is trying to prepare tactic and he DOES know what to press when and he "spam" proper commands 1 command/1second and let's say he has to say 5 commands. What then? He gets muted?
No!
I think it's better to do something like:
If one player says same message 3 times in 5 seconds, then he is muted from voice commands for 30 secs.

I warn people usually , and if they continue, they get kicked or temp banned. I don't feel like being annoyed while trying to have fun. They wanna mess around, they can go on any duel server and they whatever they want :)

No!

The less messages there are, the more important/easily noticed they become. There has to be a hard limit, or else spammers will just go thru different list of different spam

If there's one thing I want changed I want it so that as soon as you press the last option in the sequence you immediately regain control of your character. It's annoying being stuck walking forward for 1 or 2 seconds after you've selected an option, rendering you unable to do... anything, really.
Also, instead of just showing [M] or [V] or whatever it should be like Tribes 2 and show the whole sequence

This. Whistle for your horse, get lanced while being completely unable to do anything :(
