Title: Need a 2h Cav build that's also useful on foot.

5 riding is a minor investment, and will be enough for any class other than really niche builds or ranged cav. If you don't feel the need to pump 2h wpf for dueling on foot, consider picking up some pole arm wpf through weapon master. Variety is the spice of life!  :)

Other than that, 21 or 24 strength with full IF and PS should suit you well. 24/15 is doable before level 33 if you don't mind missing some IF until you grind out those last few levels.

Which weapon do you plan to use? That matters if you are trying to maximize your build and squeeze out every last drop of power. Personally, I love the morningstar. 18/21 is nice with it. The extra riding and athletics help to overcome the weapon's short length.

Was planning on using Longsword or Heavy Bastard Sword in the battle server. But, I mainly play stategus anyways, so it's whatever weapons the armies have.

18:21 I would recommend.
You are able to use every armor and weapon you want, you will have 5-7 riding and I would choose 5-7 in WM and 2 at athletics to be able to play as normal infantry too. Using a mornibgstar is  vest choice for 2h cav, but Longsword also does fine damage and has a good length. You will have to wear heavy armor, otherwise you will be eaten by a bundle of sticks archer :mgreen:
I would also buy less a Courser or a Destrier, heavier is better. Chatafrakt horse id great in my opinion, but quite expensive.

Take WM over IF if you want or go 21/18 18/21

I dont play much strat battles (always forget them :D) but I did ok with that build

2shield because comes in handy for both strat battle and on cav
and no need for ath becauser youll be riding most of the time and 21agi will give you some speed anyway

I'd say go to 24/15 at level 30 (or 31) and 27/15 at level 33...

This is what I'd do (but a lot of people would drop WM entirely for IF, or go closer to half/half):
