Title: Double XP EU server

Hello, I have a few questions about the new EU server that, as the title says, it gives 2x more XP than usual. These are my questions:

1- Is the server giving 2x XP only when the server reaches 200 people?
2- Will this server be held instead of EU_1? If not, how long will this server last?
3- And finally, how is it possible that on every other server I have ping 90-180 whilst on double XP EU server I have a stable 31 ping?

When the double xp server hits 200 players the other servers also gain double xp

so now it needs 200 players minimum for the double exp server to be double exp?  because I was playing when there were ~100 people and I wasn't getting it.
