Title: Remove Kaftan's Strength Requirement

Kaftan has all stats that are exactly in line with the adjacent body armors, yet it somehow has a strength requirement while the others in its class don't.  I've been told this is a relic from when the Kaftan had insane stats, before all armor was linearized.  In fact, it has exactly the same stats as the Tabard.  Please fix this grievous oversight, as it is one of the best looking armors.

They could also just give it its old stats back, in any event Kaftan is the best looking cloth armor.
