What is the command for config file to set this?

set_round_gold_bonus X <- gold cap
set_combat_gold_bonus X <- level cap

btw is there a list anywhere of all c-rpg specific server settings?

doubt it if those are only 2 c-rpg settings, nothing like that in native as far as I can find.
