Is it? And if so, how? I use WSE2. It would be handy to have access to my steam contacts without having to alt+tab out every ten seconds.
I looked over cmp's old post, but that no longer works for some reason.

It is certainly possible, some of my teammates use it all the time with c-RPG... I never did manage to replicate it though...

I found that you have to always run steam in admin mode otherwise steam won't be in the game when you launch it from the steam library

I've never had any issues with adding WSE2 launcher as a non-steam game, it always keeps my steam overlay when I launch it...just gotta be sure to launch it from steam. In fact on WSE and WSE2, since cRPG stopped working through Steam's warband, I've ran it through the steam overlay.
In steam under library, click games, add a non-steam game, and then browse to the WSE launcher in cRPG folder

I didn't add it, because I don't want to look to see how many hours I have logged into crpg. On the otherhand, you can show off how clever you are by renaming the game.

It doesn't show you the hours you have played "non-steam games", I'd actually like to see how many hours I've put in the non-steam version of cRPG/warband. I just like having the steam overlay so I can see if someone messaged me

It's quite simple. Just go to the Steam Library - Add a game - non steam product ....
Just remember to launch crpg through the Steam to get it working.
