Lol, it's a pretty scary thought that this could happen to someone, sure he was wrong for drink driving, but to be falsely imprisoned and helpless for nearly 2 years, that's enough to drive any man insane

Yeah, just a slight case of skin rot and lung cancer and probably long-term mental instability.  He should be happy with the outcome!

There will be severe consequences for those responsible I hope.  You can't just deny someone due process and throw them in a hole like that...not to mention the willful neglect.  Criminal charges would not be inappropriate.
