Saw him running around yesterday early morning, we have no idea who this  guy is.

Looking at the official rules I am pretty sure this is not breaking any rules.  Maybe the common sense one.

I would have to get a few opinions from other admins before possibly taking action on this.

I suppose it may be different now that he can't spawn using a banner, but I did send him a message requesting tag removal if he was not affiliated with Norse Horde (or slightly alter it so it isn't NH's tag).
