Doesn't seem to be that big of a deal.  It is much less likely that people will somehow remain on top of the Siege Shield, after the tower has moved.  Plus it would be easy enough to shoot them dead.  Ladders, on the other hand, are another story.

Yes but you should not be allowed to stand on a floating siege shield that would be made if the siege tower was moved, if you do end up on a floating shield you must either destroy it and fall to your death or (if you do not have a melee weapon) jump off.

As long as it doesn't glitch the tower OR using the tower roof as an unreachable elevator covered with shields why not.
