It really all comes down to preference.

Armor?
Do you like footwork? Wear light armor
Do you prefer being able to take a few hits when you get surrounded? Wear heavy armor
In general I'd say more shielders are going to wear light armor. The shield is heavy enough on its own.

Which shield?
Most coverage? Huscarl
Most life? Board
Can't block manual for squat? Metal shield
Anything in between? Read this thread; http://forum.meleegaming.com/beginner's-help-and-guides/best-overall-shield/
Key here: Try them all out. Develop your own preference. Poor? Join the Peasants United; http://forum.meleegaming.com/faction-halls/newbies-clan/

Weapon?
Axes; Breaks shields, high cut damage, good for low-medium armor.
Maces; Target medium-high armor; More damage, less range, slower attack (more or less)
Picks; Target medium-high armor; Less damage, more range, faster attack (more or less)
Swords; Typically a nice balance. Use more stabs when facing tincans.
Once again, preference. We don't need to spoon-feed you. Try out different things, find out what you like.

There's a few basic foot shielder builds I'd recommend, the first:

Hard hitter:
(click to show/hide)

Higher survival rate and damage:

Positioning:

Or the stand-by balanced build, neither suffering or excelling in all relevant areas:

^Yep, riding. PT is the only other option and you won't get enough wpf just from level ups for it to be useful.
It may seem useless now, but after 34 it helps a lot with offering you more options. I was in the same boat when I leveled to 33 with 24/15.

This might seem difficult, but if you're not planning on retiring, one option might be to respec and make a more lvl 34-35 friendly build. You are already in light armor, so do you need maximum IF for instance, instead of extra agi/ath?

Much fun, survive longtime, make kills... my favorite acting is blocking ennemies while mates hit them... very usefull in melee

but 4 shield points makes it breack too fast (((

Even with 4 shield skill you can do well if using Plate covered shield. It can survive a tone of hits except ofcourse axe hits or some very strong hits (like throwing, cavalry strikes or str-whoring characters' hits)

As for build:
If you prefer blunt or pierce weapons, go for agi build (15-21 or 15-24). If you like swords, make 21-15 or 24-15, both work great.

Nice shielder build
9 str 27 agi

3 ps
9 ath
8 wm
9 shield
0 if

148 1H
113 xbow

I use this build with a Short falchion and people can't outspam me or catch me, and when they run of i just shoot them, more of a harasment build than an all out killer but its very fun to play.

My two cents in these random posts below. They may or may not help you, just a bunch of stuff I would tell a new shielder.

I found that IF with medium armor (Leather over Mail + Scale Gauntlets) helps quite a bit. You can survive that one extra hit that might be enough to win or get away. 21-15 with 80+ range weapons with maxxed IF is what I would use, but it requires a loomed weapon and a loomed shield. 7 PS is still too low to make vanilla 1H cut weapons hurt tincans (read: everyone, because everybody and their mother has at least +3 Heavy Kuyak and +3 high armor gauntlets of some sort) and 5 Shield is too low to use anything below Heavy Round Shield, and even that thing will be busted by random axe hits quickly.

If you don't have looms I recommend going 18/18 with a blunt/pierce weapon (or MAYBE Military Orc Cleaver. Forget the axe, though, that thing blows). This build covers your most glaring weaknesses. 15/21 is also a possibility, but you will have to use Steel Pick or Warhammer, nothing else is going to hurt anybody in your anemic hands.

If you prefer light armor (that is, getting one-shotted by everything, but being slightly faster), you may ignore IF, as it's not going to help you if you're wearing light armor.

Always wear heavy helmets. Always. All the time. Preserve that head.

Don't wear Kuyak. It makes you want to have sexual intercourse with males.

Don't wear two shields at the same time, they weigh you down and don't help you one bit.

Longer weapons are obviously better for when your shield breaks. Because every Kuyak bundle of sticks is also an S-key rollercoaster right-swing hero and chasing them with your 4 inch toothpick doesn't help.

As a shielder, try to  avoid : axes and maulers.
You can deal with cav lancers but you need a very good timing.
