i always check for heirloomed equipment in every fief i go to, but never find any at all ... with the exception of a couple of items in the kapikulu lands ...
why is this ? surely it should be everywhere, all the factions use nothing but +3 gear :S ...
is there some sort of setting where only certain people can access the gear ? or is there some sort of list where i can find where stuff is ? cos atm equipping a single army is just an impossible task (unless i want to use more expensive inferior -5 equipment -_-)...

Just visually looking at all the lists is the only way. I typically look for the green discounted price, because most +3 items are going to discounted as well. Everyone has access to all the equipment in a fief.
It's been suggested to have an easy to see area in the fief weapon list that shows what is discounted or better than -2 gear. So you can prob lock this thread and +1 my post :P

Only large factions field a lot +3 items so far. Factions with at least 5 fiefs, maybe even more like 10. Everyone needs to bring about 15-20 item types for a complete army, so if you have only 1-5 fiefs then you don't have the PP available to spend on +3 (costs 56 PP to bring 1 item to +3), you need to focus on other stuff like trade and then get some basic discounting for your gear but +3 is just too much of a luxury.
If I were you I would message officers of larger factions and ask them if you can buy gear. If they want shoppers coming in, they should be able to provide you a list of where to go. Some might allow it, to make money off taxes, others might not want anyone in their lands.

But I think the main reason why there are so few loomed items in fiefs lies in the PP reset some weeks ago. I knew a few fiefs who had many looms and they all are gone now, esp. in villages. Most spend their points in S&D instead.

This and castles/towns. I think there are only few villages left which have looms.

do looms have an expiry date ? or once you upgrade it is it permanent ?

The owner can lower them again, but that costs PPs. Whole fief can be reset too.

Come to New Knudarr Castle for +3 rouncies.

Its worth your while. Just bring goods with you and sell in Nova Curaw or New Knudarr Castle and make 400% bonus, get +3 items and then buy more goods in Nova Reyvadin and bring those goods back for 400% bonus. Its a long trip but fully worth it. (Nova Curaw, Nova Reyvadin, New Knudarr Castle are our current open trade fiefs)

Stormcrow - few updates and a few additions to your list
Slezkh castle upgraded to +3 arbalests
Nova Sargoth - +3 Heavy Yawshawns, +3 cavalry robes, +2 mail mittens (soon +3), +2 leather gloves, +2 blue gambesons (all 20% or more discounted)
Nova Ismirala castle now has normal quality throwing axes
Nova Knudarr Castle has +3 rouncies, +2 destriers (soon +3), +2 heavy lances, all with 20% or more discounts but with 25% tax so 5% premium for +3 items.
Nova Jelbegi Castle has all siege equipment of every type - 15% tax but with 35% discount on cmaterial and some normal throwing gear
New Vayejeg has +3 mail hauberks with 5% tax, not sure of discount
For outfitting an entire army you can go to Tahlberl or Curaw or Reyvadin where we have gear for every single class except horses.
