The long awaited ability to + and - posts has finally arrived for myself, to confirm it requires 20 posts.
Whether or not you're required to be a 'Noble' as well is unsure.

New users cannot + or - posts until they have met some requirement. First I thought it was 100 renown but I guess that's a bit harsh. 20 renown and 20 posts make sense though.
