Title: PP cost of price increase / decrease

Right now, let's say you bring a fief price from 15 to 8, the cost to decrease another 1 is 21 PP... But the cost  to increase by 1 is also 21 PP. Shouldn't it only cost 13 PP to increase it back to 9 price?
