As you can see in this screenshot, Mr  Jinggles, a very, very bad example of a man, was teamwounding.

Maybe he was an archer and you were running into his shots? You don't really even have proof that it was intentional.

it was at spawn.  He was also a 13 shield skill, using a dagger to attack me.

I've seen him playing. He is 13 shield skill with a dagger.

Although it is a dagger, it's not ok. He will receive a timeout.
