Title: Velucan Empire: Closed Borders

His majesty, the Emperor and the Divine ruler of Veluca hereby prohibits all independent trade involving any Imperial land that is and will be in his Empire. From this day forth any trader from a faction without the trade rights to enter his land will be intercepted and their lives considered forfeit. Any faction that houses and or provides aid to bandits, outlaws, or other non-land owning scum that are guilty of a crime in Imperial territory will be held accountable for said crime. Any person guilty of stealing from an Imperial fief will be hunted down and destroyed.
