Title: Cannot spend production points?

I have 7 production points but I can't use them to adjust any parameter. I can't upgrade armor, increase goods prices, adjust tax rates or anything.

Am I doing it wrong or is it possibly bugged?

Is the village under attack? You can't spend them during a siege. Else it should work.
