Title: "New Characters"

So I accidently sent 10 k gold to a new character instead of my main, but can´t transfer it back -

tonight the char will be 4 days old, but it says after 3 days a character is not "new" anymore, OR if he reaches level 15.

Is it "created less than 3 days ago AND at least level 15" or what?
