Just fyi this didn't happen to me but im gunna talk about it anyway.

Someone cought leeching, tked someone in the spot they were leeching in, get qmled for leeching. Said leecher hits M  and SS it..... still in the same spot gets qmled 2 more times. SS it. Then posted in the ban forums someone QMLed him over and over for tking..... result = 12 hour ban for the reporter.......

wtf kinda sense does that make? I could SS, make some fake ass story up, and make people look like dicks too....

Point being, you need some kinda checks and balances in your "ban" system other than "oooo he has a SS that really doesn't say much and a half ass story it must be true".  Some sort of contact to the reported (believe it or not, not everyone comes looking on the forums) to at least defend the actions, etc etc. For like cases stated above it seems somewhat unfair to just believe one side with out even hearing the other.....

If someone's really casting doubt on the validity of screenshots admins can simply look into the logs to see if it's true (they probably do that anyway) (at least I hope so).

If someone just disabled the QML timer, it's generally not a good idea to try again regardless of if they're leeching or not, as they're clearly at their keyboard. In that case the only thing you can do is either hope an admin is on (or ask one to get on if you know one/know someone who knows one), or take a bunch of SS of them in the same place over the course of the round(s).

Point: Don't multiple QML people.

I get ya. That is not really the point of the thread. I was just using that case as an example.
