I was trying to shoot enemies with my xbow.Then that guy tried to QML me that u see on the screenshot.Then i confused and hit a teammate.At least he is not dead.But i felt his anger.

That's one QML and unless he spammed you (by doing that more than once) or you were fighting him at that point in time (to distract you) then it's not against the rules.
He might have missed his target (the person he meant to QML) for example, I'm afraid the screenshots don't give a full story. If the person who was teamwounded doesn't complain, then I'm sure you're alright.
