After polling me for no reason, he began insulting me by calling me chocolate chip cookie. This continued for a while. Needs more comment?

As sF said, I'm not sure I can punish someone for "being undereducated".
I'll put it this way, if it was meant offencively, the banner wouldn't be allowed by the "higher ups".
