Adding another slot is probably nigh impossible to code. Wearing capes over armor doesn't work without clipping errors in any mod I've seen.But we have wse/wse2, so maybe not so impossible?
It would be possible, but ugly as hell with all the clipping. We currently don't have the computing power to have a cloak which flows yet doesn't go through your body. Wait another 5 years.^

Nope. A good animator can make the cape flow(preferably with a long loop with different patterns) without clipping.
If you look at Narf's new helmets with the neck coifs you'll notice how the mail coif adapts to the upper body's movement. Looks really sublime. :)
Trick is to find someone who can rig a good cape model, or make the cape as well as rigging it.
Don't even need to code anything but the extra slot.
