Title: New siege equipment; Stable

A small structure at which people can heal horses and spawn new ones in Strat battles.

35 construction mats seems like a reasonable cost.

Can't you use the weapon rack to respawn your horse?

Nope.

Which is why we should have this.

PS: The current model for forward base looks like a decent horse spawner. Maybe use that and switch the forward base with something else?
