The enemy will stay at the flags and kill the spawners without pulling down the flags (for example the siege today Union vs castle).
I don't get why there are spawn atop the walls anyway. The defender spawns should be focused in a small area, same as the attackers. Would also fix suicide spawns from spawning at a flag on a wall that's destroyed.
Flags should just automatically drop if enough attackers are around and no defenders are within a certain vicinity for a few seconds. You can't always easily drop the flags, and if people are spawning above you (like on a tower) you can't pull down the flags below.
I don't think most people want to "spawn rape" because that's troops and money and gear they would be able to capture that is being wasted.
