Title: Weapon Master

It says in the description that weapon master gives you level*10+20 weapon points per level. Is it cumulative or is it more efficient to wait until your at level 30 to spend any skill points?

It is cumulative.

I humbly suggest you post future questions like this in the Beginner's section.

it's the WM's level so 1WM always gives you 30 weapon proficiency points etc. 6WM will always give you 80 or sth like that if your formula is right.
