I dont get it, and it doesn't say.

It says so.
Gold on new characters and start and skip the fun gold.
Regular items on new and skip the fun characters.
Created less than 3 days ago or lower than level 15

my guy is lvl 22 and cant transfer, same for other chars over 15

Yep, I had the same problem before. It is probably at least 3 days and level 15. Probably even 7 days, who knows. I also guessed before it is wrong. However I just answered your second question, where to find it. :D

Go with the mouse over "new characters".
