It is just retarded to see a single person using a whole banner slot

Slots are stupid and ruin the game.
Any character past 20 should be able to make a clan and upload a banner, simple as. Look how popular counter strike/tf2 sprays are.

There's a limited number of slots available. Auctioning them off for a monthly lease seems like the best solution...

First off there is limited amount, second thing is: it's a gold sink.

I like the current system. It keeps us from getting dumb trolly banners for free and factions popping up every 10 seconds with their own retarded banner.
This is also a gold-sink to cut down on the amount of gold in circulation (however Im not sure I understand the plot given that they keep having huge lotteries).

Even if all the gold is distributed (i don't think so, it's more likely just 50-90%) and average stay the same, more people will be poor and the wealthy are super rich, so less players can afford top stuff.

Lotteries net c-rpg money, not the players. They take in way more money than they give out, or they wouldn't be having the lottery.
Ever heard the term "poor man's tax"? The lottery is called that because they are giving money to the government, that they aren't paying in income taxes (because they're poor and don't make much or any income).

To stop trolling just remove custom banner rights first offense to those who abuse it

Any faction over 10 members automatically gets a banner for a monthly fee. Larger the faction, larger the fee.
Any faction or person under 10 members wants a banner? Buy one of the remaining banners slots on the market auction.

I believe chadz (or whoever the dev that introduced the custom banner) said they are putting them on auction because there is a limited number of them and that was the only fair way. As to why there is a limited number, I have no idea.
Also, your system has a big loophole, since alts can join factions. If you are a single person who wants a banner but doesn't want to go through the auction, they just need 9 alts.

That was fixed with the latest website update. 1 Char per account in a faction. You can have supporters which enjoy the banner, but do not show up as members.

Main problem isnt the gold nor the singleplayer buying slots.
The problem is that major clans with high player count can actually lose their slot and have to play w/o it.
Instead of giving the once auctioned slot free for all, give clans the possibility to keep it for a fee. 1 week before it runs out, make a pop up message for all members like "Banner slot about to run out! Want to keep it? Deposit 100k gold in clan bank and press "yes""
Something like that... that way inactive clans gonna lose their slot and active players can keep theirs.
