Go with 21/21 its the best build possible its flawless stop being a noob an depend on full str builds they are crap.
+ if u go full str you are about to get buttraped by chadz an hes upcomming wpf buffs.
Different builds are better in different situations. 21/21 is one of the more well balanced ones, so it has few weaknesses, but it also only shines in duel situations, it falls a little flat in group work.
Very high strength builds are excellent teamwork builds. For example, as a pikeman, it's really nice to have someone with really high strength and high armor up in front of me to "tank" enemies while I flank and stab. A 21/21 build wouldn't be nearly as good for supporting me in this situation, as they can't take as many hits, don't deal as much damage, and the more they move the more likely I am to accidentally TW them.
To OP, I recommend one of these two:

10 PS
10 IF
3 ath
Bad dueling build, but with some good armor it can take a hell of a beating, and dish out some very nice damage.
8 skills to attributes
9 PS
9 IF
4 ath
1 WM
Still not a good dueling build, but it has a bit more maneuverability at the cost of damage and health.
