arrow can kill armoured soldier when distance between soldier and bow is less than 0.5m ?

As long as the arrow has enough space to properly clear the bow, that is, for the string to transfer maximum energy to the arrow; which is somewhere less then an arrow length from the bow, the arrow will have better penetration the closer the target is.

Although long range shots when fired upwards are also effective (not AS effective as point-blank shots) because you transfer kinetic energy to potential and then back, with losses due to aerodynamic drag naturally.

Because the arrow is going to have the highest speed right after it stops being propelled by the bow string.

Not if it passes a quantum acceleration field somewhere in its path. It can gain momentum this way. Khergit war bows actually projected such a quantum field about 20m in front of the bow, that's why they were the deadlies bows at the time, but only at a range greater than about 23m.

I'm more interested in knowing how the 0 slot hammer can knock down a tincan. Now that's hard to believe, and can't be explain by acceleration and whatever.

The zero slot hammer is only the trigger for an orbital gravity wave cannon.

An arrow transfers more energy to the target after it travels a bit from the bow (30 ft or so, depending). 

The reason for this is when a bow leaves the bow string it "wobbles" a bit.  After a few yards it will normalize and its flight will "straighten out".  When the arrow strikes something after its vibrations have normalized, more penetrating power is put directly behind the point of the arrow.

That's why if you are target shooting with a bow, you don't want the target too close.  It won't be as accurate either.

Step 1: Acquire bow.

Step 2: Lay down on the floor, on your back.

Step 3: Position the bow above your stomach/chest or where ever suitable so the intention of the shot will be aimed at your face.

Step 4: Bring your feet back so they are hooked behind the string and push out to draw the bow. Use your toes for this one!

Step 5: Release the string.

Step 6: Have a good day of surviving because everyone above forgot to mention about using an arrow to shoot yourself with.
