Since chadz is a Agility hater, Punisher's build is superior to the one I am suggesting. This one below gives marginally better accuracy at full gallop, but you will be shooting with a dinky nomad bow, so pray for headshots, both horse and human.

At level 30
Strength 9, Agility 30

All WPF to archery,

Ride 7, PD 3, WM8, HA 5.

 You will need to do some conversion. Since agility apparently no longer gives passive bonus, you should go with higher strength to exploit the hp and melee dmg boost from strength, as well as wield more damaging bows, unless you are (or hope to be) an ace that hits headshots consistently.
