Soo I thought about it and I had the idea that you can add a new skill which is called climbing, so you can climb up on some roofs.
1 Climbing = You re very slow in climbing sth
13 Climbing = You can climb like in Assassins Creed
Other possibility is to give the ladders climbing skill requirements so you only can spawn with ladders if you have enough "climbing skill" or you can only climb a ladder if you have enough "climbing skill".
Thoughts?

Build with only athl and climbing? YES!

Actually, the general idea of a "siege engineer" skill is not bad at all. Maybe 1 for siege shield, 2 for smallest ladder, and so on, and 7 or something for construction site.

Sounds Good
but my main purpose is to bring the ladders back :)

but then theres the camping/leeching issue where climbers get where nobody else can kill them

Then we have to recruit more Siege Admins

Climbing as climbing up houses, walls etc. would require maps to be updated with "interaction spots" I guess. I dont think this is possible to implement without going through every mapfile and adding those spots manually for every suitable place in all maps.
As for points needed to carry/place ladders, it would not help getting rid of the original issue. Ladders were removed so people cant build shortcuts to the flag, completely ignoring castle layouts. Even when a few people would be limited in their combat capabilities due to putting skill points into an engi-skill, the issue would still remain.

I understand your first point that it would be fuc*n hard to implement.
But to your secont point I've to say that it wouldn't be that used as you think because you've to spend many skill points (maybe 6) into "climbing" to actaully use good ladders (Siege Ladders) and they still require 3 Slots

40 vs 40 players now - all fighters but bound to map geometry, having to walk through a "maze" of walls and corridors to reach the flag.
40 vs 40 player with your suggestion - some with engi skill but therefore instantly shortcutting to the flag.
You see what I mean ? Only because some people would have to invest skillpoints into carrying ladders would not make up for a whole team reaching the flag a lot faster, avoiding enemy defences as the whole team can use ladders, if I got your suggestion right. This is the actual problem that caused ladders to disappear.

My idea was that only those guys that spent skill points into "climbing","engineering" however
are able to spawn with them and use them (so normal players without skillpoints in it wouldn't be able to climb a ladder) and there won't be many people that would do it and even when 4 guys of them reach the flag even then wouldn't it be a big problem because they don't have many skillpoints in powerstrike so they are easy kills.
Maybe we could also add that you need like ~100 wpf in it for being able to make a decent throw

In that case I got your suggestion wrong. But I have to ask myself why someone would invest all those skillpoints just to be able to climb up stuff appart from trolling by camping unreachable places. Flag ninja maybe.

It's just an idea. But I would play at least 1 gen as engineer
