How about the possibility to toggle it on/off?

Press C, tick it the square if you want to have the chance for the text to pop up, untick when you want to try out new stuff.

Absolutely,
I mean, there are a few players, who have been over lvl 31 since the chadztext was implemented :P
I see no sense in any lvl or generation limitation for the chadztext, perhaps a feature to fix it from one point (without reactivation) would be nice.
