Add perma rain plz

Also we needs to make it more realistic and add the drowning timer after 2 min each map with rain to represent the Tsunami in calderia

On a more serious note, I'll decrease rain chance from 25% to 15%, increase fog chance from 10% to 15% and increase likeliness of clouds and fog when raining.

After unbanning Panos and Me and now this i'm 100% sure CMP is a smart guy.
