Hello, noob here. I'm thinking this for my 2nd gen character. It's a balanced build... a Cavalry major with a minor in throwing (for anti-cav and anti-pikemen).

My main question: is throwing from horseback any good with 3 HA? Also, I might switch out Polearms for 1H, because I like chopping from the saddle. Is this build any good? Enlighten me! THANKS!

Forget about throwing from horseback. Reticule will be too big when you stand still/youre on foot, due to low amount of PT. Reticule will be even bigger on horse with higher speeds, because you have only 3 HA skill. No, it wont hit pikeman, unless youre lucky.
Forget about throwing from horseback, better take something with which you will be able to actually aim.

Ignore Dravic, he's quite simply wrong. Throwing from horseback is not only viable, it can be quite effective. However, it will have variable success against infantry, it is more effective in killing horses, and I will not pretend that it is easy or enjoyable all the time. Like all throwing, it is a joy when it works and a pain when it doesn't, though it is far more survivable to fail from horseback. I ran a very similar build for a long time, though I went with 2h instead of polearms.
3 HA is enough for horse throwing, it'll keep the reticule within throwing norms and balance out damage when you factor in speed bonus. If a pikeman is holding still and you charge straight, you will be able to hit him fairly often, circling outside the range of the pike you should be able to get him eventually as well.
While horseback throwing isn't the most popular build, it does have a good number of skilled adherents. I'd try and find one to learn from, horse throwing has a few tricks that can be taught and make you much more effective.
Oh, and this build will allow you to kill horse archers who aren't plated with relative ease, if they aren't very good. You'll have a fighting chance against the rest. That alone should be worth it.

Throwing lances + horseback = awesome fun.
I'd really suggest going 7 PT even if your not gunna use the lances though.
Expensive with the upkeep system but my god its more than viable.
really enjoyable, nice challenge at times but it'll have 2h's raging left right and center.

I'm not a very good javalry, but if you don't mind some advice from someone that's been doing it for a while :
PT 5 is really great from horse back, with throwing spears or javelins, and around 100-110 wpf. Set ride skill 5 as your goal, it definitely helps to catch up with light horse archers. HA really does help throwing, with 3 being the norm (some use 0), since you probably won't get above 18 agi with throwing. Stick with a well balanced horse, rouncey, or desert/sarranid. Destrier should probably be the highest you aim for, since you need plenty of speed AND maneuverability for the class.

being horse thrower is fun, but when you loose your ammo you are just a normal (less then normal since you will need to do some sacrifices) but defenetly worth going for it for at least 1 gen, i was horse thrower, here is build that actually worked quite well.

P.S using throwing lances on horse is REAL FUN but use it only when you are bored couse with jarids you are way more efficient

You could try a nord scout in native to see how a horse thrower feels like, although I think in cRPG horseback throwing is less accurate.

Native Horse Throwers have 2 HA skill, as far as I know. Here you can get 3.

I always fear to hit myself when riding fullspeed on that courser, as mb doesnt like physics, your javelin wont get the horse speed + your throw speed, just your throw speed. Looks quite silly, and is silly.
Got a lvl24 horse thrower, did abort it after I noticed I get all my kills with my backup weapon, not the throwing, and I would not label myself as a bad thrower.
