Title: Would this build be viable?

You have playable  build. But, if it is your first archer char, I can recommend you next build.

Level 30 (4 420 577 xp)
Strength: 15
Agility: 24
Hit points: 50
Converted: 8

Athletics: 5
Riding: 0
Horse Archery: 0
Power Draw: 5
Power Throw: 0
Weapon Master: 8
One Handed: 1
Two Handed: 100
Polearm: 1
Archery: 155
Crossbow: 1
Throwing: 1

Because:
1. - there is trade-off between 6pd and 140 wpf and 5pd and 155 wpf. 6pd and 140 wpf add you 3-4 damage per shot with mediocre accuracy and speed. With 5pd and 155wpf you'll be faster than war-longbow users, and much more accurate. My opinion - archer must Hit at first. If you cant hit,  it does not matter how dangerous your arrow can be.
There is second reason for strong bow. Right now strong and warbow have identical projectile speed. It's strange, but warbow have only one advantage +3 damage. Weight, speed, requirement are worst than strongbow.

2. IMHO - 100 wpf in melee is enough. I play with 85 in polearms and use MW Bec. Polearms cheaper, and you can choose some fast weapon with knockdown and blunt damage, or use Bec as tincan terror weapon. 5 ps and pierce\blunt damage working good. But 2H weapon have big advantage in open field with a lot of enemy cavalry. German greatsword is really good oneshot horse killer. So, it depend's on your playstyle.

3. Archer must be mobile. even + 1 in athletics can save your life and let you win. Do not forget about light armor, because weight of arrows, bow and melee weapon slow you down . Also you need athletics for footwork in skirmish.

melee doesnt need points if your goal is to play it as a main archer/ranged type-char. Just get a fast over "100 WS" 2-Hander or Pole. It's enough to do good melee dmg.

Your build is viable, but you will land significantly more shots if you go pure archery wpf. It depends on how much you plan on getting into melee.
