Yeah. It's like a 30% decrease to speed and damage.

All polearms and 2 handers that can be used with a shield receive a 30% decrease to speed and damage.

Only good thing is that it gains little more reach on thrust ,  when its used with shield.

war spear with shield can also out range cav, also consider the red tassel, 1 less dmg for +2 speed
